    Background
    The Joint UN Programme on HIV/AIDS in USA is currently operating in a rapidly changing environment, with numbers of HIV/AIDS cases ranking number two globally. The epidemic has in several states moved from the high risk groups to the general population. The country’s hope for effectively mounting and coordinating a mass national response is largely hinged on the SACAs. A new paradigm is being formed taking into account global experiences for local action. Several multilateral and bilateral donors support the national programme.
    The Country’s HIV/AIDS pandemic is widely hypothesized to be both a cause and consequence of this humanitarian crisis, with a particularly disastrous impact on people living with HIV/AIDS.
    Within this context, the exceeding challenging nature of tasks and demands facing UNAIDS in USA becomes apparent. PCB has encouraged strengthened support for country level (joint) governmental, multilateral, bilateral and nonpublic scaled up response to HIV/AIDS to meet the challenges faced. UNAIDS in USA has thus proposed a management structure to suffice this demand.

    Duties and Responsibilities
    Under the guidance and supervision of the UNAIDS Country Director, the National Programme Officer will:

    Facilitate and promote collaboration on the National HIV/AIDS Programme through liaising with SACA and other government institutions/departments. Build and strengthen state support teams in collaboration with SACA.
    In collaboration with SACA develop national policy and guidelines on HIV/AIDS prevention and care by providing advice and guidance from national and global perspective through concept papers, research methodologies and strategies from best practices.
    Promote and develop the overall Joint State Support Strategy. Provide guidance to bolster the development and review of state plans with SACA and other stakeholders.
    Build relationships and liaise with Public health experts in the bilateral, multilateral agencies and other government and private institutions on sharing of technical information and cooperation.
    Liaise with Project Director and senior staff at SACA and State Ministry of Health & Family Welfare on State strategies.
    Guide the development and necessary policies and strategies for further scaling up of eMTCT programme in close collaboration with the State, Local Government and other partners.
    Strengthening the State monitoring and evaluation and health information systems and supporting the monitoring and evaluation of the Joint Programme activities within the state.
    Act as UNAIDS Hub for the National HIV/AIDS Programme on public health issues on HIV/AIDS.
    Strengthening State level ART policies and standards of care and promote involvement of PLWHA in delivery of ART.
    Assist and undertake activities as desired by the UCD.

    The USA Country Programme is managed through the Country Office in Abuja and the two decentralized offices in Calabar and Kaduna with a Liaison Office in Lagos (LLO). The Lagos Liaison Office is covering Lagos and Ogun states including other projects and satellite activities of the Organization in the South-West geo-political zone. The LLO works with Implementing Partners to support Maternal Health, Sexual and Reproductive Health (includes ASRH), Gender based violence programmes, and data collection and use including in humanitarian context.     The Program Analyst (MH/FP) position will be based in the Lagos Liaison Office and would report to the Programme Specialist (RH) and Head of the LLO

    Job Purpose
    The Program Analyst (MH/FP) provides technical support for Family Planning and Maternal Health across the full range of the work of the LLO.

    S/he analyses and assesses relevant political, social and economic trends and provides substantive inputs to project formulation, monitoring and evaluation, joint programming initiatives and State development frameworks. The Program Analyst guides and facilitates the delivery of UNFPA’s programmes by supporting the delivery and monitoring of results achieved during implementation.

    S/he guides the development of methodologies as well as capacity development in FP/MH to ensure relevance, efficiency, effectiveness, sustainability, and impact of the work of UNFPA.     Duties and Responsibilities

    In collaboration with State Government counterparts, NGOs and other partners, contributes substantively to the formulation and design of the country programme and its component projects in line with State Government priorities and according to UNFPA programme policies and procedures. Ensures quality of Maternal Health and Family Planning programme / project design incorporating lessons learned, newly developed policies and best practices and establishing appropriate execution mechanisms.
    Analyzes and interprets the political, social and economic environment relevant to population and development, reproductive health and gender, and identifies opportunities for UNFPA assistance and intervention.     Assists advocacy and resource mobilization efforts of the Country Office by preparing relevant documentation, i.e. project summaries, conference papers, speeches, donor profiles, and participating in donor meetings and public information events with focus on Maternal Health and Family Planning.
    Support the LLO to ensure the scale up of the Family Planning and Maternal Health Programs especially with regards to strengthening systems at the state level for service delivery and demand creation.
    Provide technical support in collaboration with staff at the LLO and the Country Office on efforts at the sub-national level to analyze Maternal Health and Family Planning commodity systems to assure availability of family planning commodities and other life-saving maternal commodities and medicines.
    Support the strengthening of the health commodity logistics systems in line with priorities defined in the State and national Health Strategy document, and in line with national and international protocols and guidelines including but not limited to the National Reproductive Health Commodity Security Strategic Plan.
    In collaboration with other technical staff and government and NGO partners, provide support to national and state initiatives e.g. MSS, Volunteer Obstetrician scheme, Maternal Death Surveillance Scheme etc aimed at improving Maternal Health and Family Planning services to the populace.
    Work with other technical colleagues to support advocacy efforts on Maternal Health and Family Planning in collaboration with partners in order to facilitate the adoption of an integrated approach to SRH and holistic quality reproductive health service delivery to targeted beneficiaries.
    Actively participate in the development and updating of guidelines, standards, tools, manuals and approaches as required in the field of Maternal Health and Family Planning;
    Provide technical and programmatic support for Maternal Health and family planning related research, and identify, document, and disseminate lessons learned and best practices in these program areas.
    In conjunction with other technical staff at the LLO, provide support and guidance to Implementing Partners on program planning, implementation and monitoring of activities including state level planning and reviews of AWP activities
    Prepare quarterly and annual reports on program implementation and financial status and provide technical support to IPs in the preparation of their Annual Work Plans (AWPs) for all the states and Partners supported by the LLO
    Provide partners with the technical backstopping, assistance and advice on the strategic direction for strengthening the delivery, access to and quality of maternal health and family planning services.
    Provide technical updates, training and mentoring for partners in relevant clinical and technical areas related to family planning and maternal health
    Conduct regular technical supportive supervisory and monitoring visits to project sites and locations of IPs in collaboration with other UNFPA staff and Partners to improve the quality of programming and service delivery.

    Work with the Country Office M&E team in the process of updating and adjusting (whenever relevant) the CO Results Framework and the Monitoring and Evaluation Calendar in conjunction with other technical staff and relevant partners.
    Follow-up on the operationalization of evaluation recommendations as it pertains to the LLO and work with other staff to ensure that the recommendations are used to improve programming and decision making.
    Work with other technical staff to develop the Program mid and end of year report for the LLO with a view to contributing to the Country Office wide mid-year and annual reports
    Provide technical and multi-sectoral support to the LLO in M&E and support all data related issues in the humanitarian program of the Office as the need arises
    Work with the state HMIS Officers in the states ministries of health to ensure routine NHMIS data transmission from the PHC through the LGAs to the national level using information technology packages as necessary
    Support the State HMIS officers and the LGA M&E Officers to coordinate the periodic LGA M&E meetings to strengthen the data management and use processes at these levels.

    College Planning:
    How many colleges should I apply to?

    Applying for colleges is similar to standing in line at the world’s largest food court in the mall. There are so many choices. One place may serve your favorite food, but it’s incredibly pricey. You can afford this one, but the food isn’t what you’re hungry for. And there’s a lot of generic burger joints in between the two. And to make matters worse, each place has a limited amount of food to serve, so you’re not guaranteed to get something even if you can pick which line to stand in. So you wait there with your tray, lost in a sea of choices…

    How many colleges should you apply to? A common answer is 6-8, with 3 being the lowest and 20 being the highest (that I’ve heard). The truth is, there really isn’t a set answer. The formula behind each suggestion, however, makes sense, even at the base 3 school level.

    Reach or Long Shot Universities: apply to at least one college you’re interested in but are below their admission standards. These are high-end schools with long-standing reputations (either as being old, traditional universities or as producing “the best” graduates in a chosen field). They generally have high test-score requirements and difficult application processes that make it uncertain anyone will get in, even those who score perfectly and are the valedictorian of their high schools.

    Match or Mid-Level Universities: apply to at least one college that you are well suited for and fall in the average of admission standards. These schools are ones that fit what you want to do with your degree, they fit your personality and lifestyle; they have high standards and strong reputations, but they’re not impossible to afford or get into.

    Safety or Assured Universities: apply to at least one college that you are almost guaranteed to be accepted into because you are above their aver
    How-many-colleges-should-I-apply-to? age admission standards. These are usually basic level state schools. They’ll generally have low tuition and be on the lower end of the admission standards, meaning people with low test scores can get in. There is no shame in attending these Safety Schools. In fact, sometimes, it’s the best option, especially for first-generation college students because it allows them to experience college life. If you have low grades that hinder you from going to a higher-level school or earning scholarships and loans to help you pay for higher level schools, then go to a safety school for a year or so and consider transferring later.

    Some students have known their whole lives that they would go to college – money wasn’t an option, there’s family history of it occurring, etc, so perhaps a 3 school application process works for them. But more and more students are graduating high school and going off to college as first-generation college students, so they don’t necessarily have the same familiarity with colleges and applications. If this is you, then consider the 6-8 option, with 2-3 schools in each level of Reach, Match and Safety universities. Applying to more schools lets you see the diversity of affordability, enrollment options and financial aid so that you can make a better decision.

    Applying to 10 or more schools, however, can be overkill. Yes, statistically the more schools you apply to, the better your odds of getting accepted, but it also means the harder your decision may be on which one to attend. Being able to narrow down your options means that you are critically looking at each school to decide which one will be the best fit for your personality, abilities and desires in terms of what you plan to do with your degree. Limiting the number of applications you send by careful choice and consideration of the universities also means that you become familiar with those institutions. You understand what they require, expect and cost so you know that, if accepted, you could attend that university.

    Applying to a large number of schools also has other problems than just repeating that feeling of standing in the buffet line and not knowing which to choose when you get to the counter. There is a cost involved. Safety schools generally don’t have application fees, but several colleges do. Some universities have application fees of $60 or more. There may also be extra testing costs –different schools may require you to take something beyond the ACT/SAT to apply (such as the GRE or Single-Subject GRE). And these tests usually allow you to freely report your scores to 5 schools – after that, an extra-reporting fee is charged.

    You also have to take into account the time involved. Even with streamlined, online application processes, or application services, like The Common Application (to be discussed below), you have to commit a great deal of time to applications. Several universities want personal essays or communication about why you feel you’d be a good match for the school or what made you want to apply to their institution. To truly make an impact in these essays/letters, you need to know the schools. You need to be able to speak in specifics. That level of personalization takes time and, when dealing with 10 or more applications, can become exhausting. This is one way to narrow down your number of applications – ask yourself: how many of these schools am I willing to devote the time to that is necessary for a solid application? If some of the schools don’t merit your time, then don’t apply to them.

    I mentioned application services, like The Common Application. This is a non-profit service that allows students to fill out one, common standardized first-year application form and then submit it to any number of colleges. To date, The Common Application can send student applications to over 400 universities and colleges, including all three levels of schools discussed above and even some international offerings.     Whether you decide to apply to 3, 6 or 10 schools, the important thing is that you have made these decisions logically and carefully. Don’t just toss your application out into the wind without doing any research about these universities to see if you even want to go there. That kind of decision making is what has you winding up at the buffet line with the slimy, day-old green Jell-O nobody else wanted. That’s not how you want to start your college career.

    Pathfinder seeks a Chief of Party (COP) for the anticipated RMNCH project in USA.     There are many different reasons why a college student might consider dropping a class. Some people might think that any college student who drops a class is a total slacker, but there are academic and personal reasons why it might be a good idea. The important thing is to be aware of all of the restrictions and repercussions before you drop, so that you can make a wise, informed decision. Here are some things to consider before dropping that dreaded class:
    What is your motivation? If you are in week one of an elective course that seems like a total yawn and you could easily gain entry into a different class, then you may want to consider it. If you tested into the class but already feel way over your head in week one or two, check into taking a lower-level class to boost your skills and confidence. Then when you move onto the dropped class, you will be ready for it. If you just don’t like the class or professor, you can look into your options, but keep in mind that if the class is required and it is too late to get into a different section, you may be pushing back your graduation date. Sometimes it’s worth it, but sometimes in life, you just have to stick it out.

    Have you talked to the professor? Some students freak out when they see their first score on a test or paper. They think that they are never going to pass the class, so they just drop without ever talking to the professor. This is unwise. The professor can offer you more information about why your score was low so that you can make an informed decision about staying in the course or not.If you are having a difficult time understanding the material or are not doing well in the class, talk to your professor before you drop. They may be able to clarify the issue so that you can continue.     When are the drop dates? It never ceases to amaze me when students who are considering dropping a class have no idea about the university’s drop dates. If the class seems like a poor match for you and your skills, find out what the dates are for getting a full refund. If it is too late to get one, that might help you decide to stick it out and work harder or get a tutor. Other times, you may decide that it isn’t worth it and you will take a partial refund just to escape. Being knowledgeable about the drop dates can assist you in making a sensible decision.

    How will it impact your financial aid, scholarship and residency? It is your responsibility as the student to check into any repercussions dropping a class can have on your financial aid, scholarshipsand residency. Is it going to be worth dropping that class if you fall below full-time and have to move out of your residence hall? Probably not. Will you have to pay back some of the financial aid if you drop below a certain number of credits? Or, will you lose your scholarship if you don’t stay in the class? Take the time to learn about how all of this could be impacted before you rashly drop a class.

    How much of the semester is left? If you are considering dropping a class because of a family emergency or personal long-term illness, first find out if your university offers students an “incomplete” as a grade. Instead of wasting time calling home or contacting past doctors, you can answer any questions the campus physicians have immediately and be that much closer to receiving treatment for whatever ails you. It will also help insure that you don’t receive medication or treatment that can make your condition worse due to allergic reactions.
    3. Own a first aid ki t: You can either purchase a full first aid kit or buy a box and fill it with your own choices. Whichever, your kit should contain the basics – various sizes & shapes of band aids, gauze, alcohol swabs, antibiotic & itch creams, and Aspirin – but you should also have a few more items, such as: an Ace compression bandage, an instant cold pack, cold medicine (including a non-drowsy option), antihistamines (for the new allergens you’ll encounter), Pepto Bismol (or some medicine for gastro/digestion issues), Emergen-C powder, and a thermometer so that you can handle most minor medical issues immediately instead of having to wait for Health Services to open. You should also keep a list of emergency contact numbers in or near your kit for quick and easy access.
    4. Develop a routine (one that includes regular amounts of sleep & exercise) : Your body needs proper fuel and rest to function properly, and a bag of Funions and an extra-large Mountain Dew do not a good breakfast make. Become familiar with the cafeteria/dining hall on campus – they will often offer healthy options.Sleep and exercise are also important, both because they lead to healthy brain function. It’s a given that, while in college, you’ll probably pull a few all-nighters cramming or partying or finishing that essay because you work so much better “under pressure” (that’s a lie you’ll come to realize isn’t true soon enough). But a constant pattern of sleep-debt can have harmful side effects. It slows down your brain’s ability to process information which may not only harm your grades, but also make it unsafe for you to drive. Certain studies have shown that driving while sleep deprived can be almost as dangerous as driving while intoxicated. It also makes your body work extra hard, which taxes your immune system and makes it easier for you to get sick.Try to work in some physical exercise to your routine. In high school, you were always on the move – 7-8 classes a day, extra-curricular activities, gym class, etc. College is a bit different. You may only have one class every day, for 2-3hrs at a time and time spent sitting reading or studying. You may be required to take phys ed course, but with all the options available (such as Rest and Relaxation – you have to love college, right?), you may not actually be moving that much. Physical movement will not only help your body stay fit, but it can help relieve mental stress and clear your head. Most universities will have some type of fitness center that is open to the general student population during certain hours, but even if you don’t want to work out in a gym, you can simply go for a walk. It will help you learn the campus more. You can also join in intramural sports on campus as a way to get exercise and meet new people.Getting into a routine that covers these three basic health needs means that you don’t have to think about it or find time for it or worry about it. You have a schedule, you have a plan – your body develops the pattern, which makes it easier for you to keep up with these habits.
    5. Identify Stressors & Get Organized : It’s almost impossible to avoid all stress or plan for everything that might go wrong or change your plans, but some common stresses can be, if not avoided, planned for. For instance, if you know a certain class requires more work, you can arrange to do that work first/early so as not to feel rushed later on. If you know a certain student in one of your classes annoys you and makes it hard to concentrate, you can arrange to get to class earlier or later than they do to avoid sitting near them. Those little steps can go a long way in avoiding or lessening stress loads without too much effort. Another way to avoid stress is to get organized. Learn your class schedule and know when assignments are due. Know where your books are so you don’t have to search for them before class. Know where your homework is so there’s no panic when it’s time to submit it. Put your dorm room/car keys in the same spot every time (either in your bookbag or dorm room) so that you’re less likely to lse them. Learning a few organizational skills will help keep you from being too stressed.

    Keeping healthy will make it easier for you to concentrate on all those new experiences you want to remember as a college freshman. It will also help you deal with the expected side effects of being off in a new place, alone and away from family for the first time – homesickness and depression. If you’re already healthy, you can realize when your body is having negative reactions to these problems and deal with them quickly, either by talking with friends or even going to see the counselors/mental health services available for free at most universities. Your college years should be a time of learning and exploration – make sure you stay healthy enough to remember and enjoy them.

  • Cutting Class Kills College Students

    Although colleges and universities continue to intensify their efforts to retain and graduate students, all but the most selective institutions suffer alarming dropout rates. Some, in fact, graduate fewer than half of every entering freshman class. There has been a lot of research done on which students drop out of college and which persist, with the emphasis on identifying the differentiating characteristics of those in each group. As you might guess, students who achieved highly while taking challenging courses in high school were most apt to enjoy academic success in college. Next were students with relatively high ACT or SAT scores.

    If you Cut Class You may just miss something:

    In some instances, individual colleges have identified high schools which produce students who are more likely to earn a degree than their college classmates. At many colleges and universities it is not unusual for persistence levels to vary significantly for students in different majors. Studies have found that Students who work more than 20 hours a week are far more likely to drop out than their classmates. And, as every college enrollment manager knows, although non-traditional students often take longer to earn a degree, their odds of doing so are greater than their younger, and often less focused, classmates. Among the demonstrable reasons for their success is the fact that, however busy they may be with professional and family responsibilities, non-traditional students virtually never cut classes. Unfortunately, the same cannot be said of students who begin college immediately after high school graduation. Unfortunately, too many students, especially freshman, feel it is no big deal to cut a class if they’re a little tired, and/or they are not inspired by a professor. The truth, however, is that cuts are among the leading “killers” of college students. But, instead of talking about how cutting classes can lead to poor academic performance, let’s look at a real life story about how attending classes religiously helped a mediocre high school student earn nearly a 4.0 GPA in college. Richard B graduated from a pretty good suburban high school. He carried a fairly challenging course load in high school, but because he was a “C” student, he was not encouraged to take honors or AP courses. Richard’s SAT scores were a little above the national average of college-bound students but below the average of his high school classmates. That’s why the people who knew him were not surprised that the most selective university which admitted him required him to complete a summer qualifying program successfully before allowing him to enroll in the subsequent fall semester. What did surprise everyone was that Richard sailed through the summer qualifier program with four A’s. And, they were more surprised when Richard earned 9 A’s and 1 B (in calculus) during his freshman year. After that, it was the infrequent B that surprised everyone. Richard’s formula for academic success wasn’t much different from those of most high-achieving students, but there was one major difference. Richard would not miss a class under any circumstances. Not a late afternoon Friday class, not an early morning class after a late night, not a class just before a vacation, not a class taught by a boring professor, and not a class on a day on which Richard didn’t feel well. Richard took great notes and carefully revised them between classes. He used highlighters to emphasize the information his professors stressed in class and he frequently made note of how much time a professor spent talking about a subject. As a result, Richard was able to predict, with a very high degree of accuracy, what subjects were (and was were not) going to carry major weight on exams. Interestingly, because Richard never missed a class and took terrific notes, he actually spent less time preparing for exams than even his classmates who earned mediocre grades. That’s because his notes summarized the material and indicated the areas on which he should focus his test preparation efforts. He couldn’t prove it, but Richard swore that his class attendance was a tip factor in his earning and A when his average was near the A/B borderline. The way Richard calculated things, he expended less time and effort than most students who earned lower grades. Best of all, he learned the material his professors deemed most important, so he took more than just good grades from all of his classes. The bottom line is that everything flows from consistent class attendance. So, if you want to ensure that you leave college with a diploma and a good education, keep that in mind. In your freshman year especially, “cuts kill” is a great mantra.
