    Job Summary
    The RFSS/L will work under the direct supervision of the regional technical manager RTM and in close collaboration with the livelihood advisor based in Washington, D.C., and may be required to supervise technical assistants and short-term consultants and act as interim RTM when delegated by the RTM. The RFSS/L will assist the RTM in providing technical oversight for national technical managers of the region. The RFSS/L will travel intensively within the West Africa region; some international travel in Sub-Saharan Africa, Europe, and the United States may be required.     Responsibilities

    • Monitor, analyze, and report on the status of food security and livelihoods
    • Support the FEWS NET national office to maintain a knowledge base composed of, at a minimum, livelihood zone profiles, subnational seasonal monitoring calendars, and technical databases relevant to maintain livelihoods profiles and/or baselines
    • Assist the RTM in maintaining relevant regional technical databases built from input from national offices and from regional partners
    • Provide technical coverage according to the regional seasonal monitoring plans
    • Collaborate with the RTM to provide high-quality and effective early warning of threats to food security and mitigate food insecurity and prevent food crises through the effective communication of actionable food security analysis

    • Contribute to remote monitoring of non-presence countries in the region, including directly carrying out remote monitoring activities
    • Work with the RTM to ensure current and accurate information on the regional page of the FEWS NET website
    • Collaborate with relevant partners working on livelihood issues to build and strengthen a network of livelihoods monitoring and analysis in the context of FEWS NET's network development strategy
    • Provide guidance and ad hoc technical assistance to the region and to the project in livelihoods, household economy approach, and food security analysis
    • Design, coordinate, and implement technical activities to maintain and update the livelihoods knowledge base for the region
    • Support national offices to collect, archive, analyze, and share food security data and information

    • Collaborate with the Washington, D.C.-based team and the RTM to transfer knowledge and provide short-term training to strengthen the capacity of country teams to understand the livelihoods context and functioning of household economies and to monitor, analyze, and report on livelihoods changes or coping that influence food security outcomes
    • Contribute to other FEWS NET information products required regionally and by the Washington, D.C.-based technical team

    • Participate in strategic planning for the region, assist the RTM in coordinating regional activities, and oversee livelihoods activities in the region

    • Coordinate with the RTM to develop and maintain strong collaborative relations, both formal and informal, with USAID missions, representatives, U.S. Embassy technical contacts, U.N. agency representatives, government ministries, and key international NGOs to facilitate technical exchanges, promote consensus building, and resolve any potential conflicts
    • Liaise with regional partners in exchange of information and promote a dialogue on livelihoods issues pertaining to food security, early warning, and preparedness
    • Contribute to activities undertaken outside FEWS NET that aim to enhance capabilities in livelihoods monitoring and analysis, early warning, and food assistance decision support
    • Collaborate with regional partners to enhance the quality and impact of livelihoods work
    • Work with USAID missions to support broad food security efforts including Feed the Future programs

    Qualifications
    1. Master's degree in a discipline relevant to the work of FEWS NET, such as agricultural economics, agronomy, nutrition, climatology, anthropology, or social geography required
    2. Minimum five years of relevant experience required in early warning, food security information systems and food security analysis, as well as other related fields such as markets and trade, agroclimatology, nutrition, agricultural sciences, field assessments, and IPC, Cadre Harmonisé
    3. Minimum two years of experience required in application of livelihoods and household economy approach analytical frameworks

    ECOWAS has studied the feasibility of a regional food security reserve ASSR, intended only for emergency operations in the event of cyclical food crises.
    The proposal to create an ASSR was adopted by the ECOWAS Agriculture Ministers in September 2012 and by the Heads of State in February 2013; thus, the 42nd regular session of the Conference of Heads of State and Government of ECOWAS held in Yamoussoukro, Republic of Côte d'Ivoire, adopted an additional act establishing a regional food security reserve, and instructed the Commission to take the suitable measures to its actual start.
    On this basis, the Commission has worked to mobilize its international financial partners to supplement this allocation.
    The European Union was willing to support ECOWAS in the implementation of the reserve and to consider the support to be implemented as part of a project in line with the region's decisions.
    The proposed project aims to support ECOWAS in the implementation of its regional food security strategy storage, based on complementarity, subsidiarity between three lines of defence to address these repetitive food crises: Stocks close, national stocks, and finally, a regional food security reserve for regional solidarity to play in a major food crisis.
    The goal is to help respond effectively to food crises and strengthening the resilience of households in a perspective of sustainable regional security and food sovereignty, through the promotion of food reserve systems at different levels of urgency.
    The project is funded by the European Union and will be implemented through centralized management with the French Development Agency, the Spanish Agency of International Cooperation for Development.

    Functional Responsibilities

    • Under the command responsibility of the Head of UTGR, it will coordinate its procurement activities, quality control, storage, retrieval with the objectives set through the mission and principles governing the reserve, the technical and administrative monitoring of the Reserve activities, planning and programming activities.

    College Planning:
    How many colleges should I apply to?

    Applying for colleges is similar to standing in line at the world’s largest food court in the mall. There are so many choices. One place may serve your favorite food, but it’s incredibly pricey. You can afford this one, but the food isn’t what you’re hungry for. And there’s a lot of generic burger joints in between the two. And to make matters worse, each place has a limited amount of food to serve, so you’re not guaranteed to get something even if you can pick which line to stand in. So you wait there with your tray, lost in a sea of choices…

    How many colleges should you apply to? A common answer is 6-8, with 3 being the lowest and 20 being the highest (that I’ve heard). The truth is, there really isn’t a set answer. The formula behind each suggestion, however, makes sense, even at the base 3 school level.

    Reach or Long Shot Universities: apply to at least one college you’re interested in but are below their admission standards. These are high-end schools with long-standing reputations (either as being old, traditional universities or as producing “the best” graduates in a chosen field). They generally have high test-score requirements and difficult application processes that make it uncertain anyone will get in, even those who score perfectly and are the valedictorian of their high schools.

    Match or Mid-Level Universities: apply to at least one college that you are well suited for and fall in the average of admission standards. These schools are ones that fit what you want to do with your degree, they fit your personality and lifestyle; they have high standards and strong reputations, but they’re not impossible to afford or get into.

    Safety or Assured Universities: apply to at least one college that you are almost guaranteed to be accepted into because you are above their aver
    How-many-colleges-should-I-apply-to? age admission standards. These are usually basic level state schools. They’ll generally have low tuition and be on the lower end of the admission standards, meaning people with low test scores can get in. There is no shame in attending these Safety Schools. In fact, sometimes, it’s the best option, especially for first-generation college students because it allows them to experience college life. If you have low grades that hinder you from going to a higher-level school or earning scholarships and loans to help you pay for higher level schools, then go to a safety school for a year or so and consider transferring later.

    Some students have known their whole lives that they would go to college – money wasn’t an option, there’s family history of it occurring, etc, so perhaps a 3 school application process works for them. But more and more students are graduating high school and going off to college as first-generation college students, so they don’t necessarily have the same familiarity with colleges and applications. If this is you, then consider the 6-8 option, with 2-3 schools in each level of Reach, Match and Safety universities. Applying to more schools lets you see the diversity of affordability, enrollment options and financial aid so that you can make a better decision.

    Applying to 10 or more schools, however, can be overkill. Yes, statistically the more schools you apply to, the better your odds of getting accepted, but it also means the harder your decision may be on which one to attend. Being able to narrow down your options means that you are critically looking at each school to decide which one will be the best fit for your personality, abilities and desires in terms of what you plan to do with your degree. Limiting the number of applications you send by careful choice and consideration of the universities also means that you become familiar with those institutions. You understand what they require, expect and cost so you know that, if accepted, you could attend that university.

    Applying to a large number of schools also has other problems than just repeating that feeling of standing in the buffet line and not knowing which to choose when you get to the counter. There is a cost involved. Safety schools generally don’t have application fees, but several colleges do. Some universities have application fees of $60 or more. There may also be extra testing costs –different schools may require you to take something beyond the ACT/SAT to apply (such as the GRE or Single-Subject GRE). And these tests usually allow you to freely report your scores to 5 schools – after that, an extra-reporting fee is charged.

    You also have to take into account the time involved. Even with streamlined, online application processes, or application services, like The Common Application (to be discussed below), you have to commit a great deal of time to applications. Several universities want personal essays or communication about why you feel you’d be a good match for the school or what made you want to apply to their institution. To truly make an impact in these essays/letters, you need to know the schools. You need to be able to speak in specifics. That level of personalization takes time and, when dealing with 10 or more applications, can become exhausting. This is one way to narrow down your number of applications – ask yourself: how many of these schools am I willing to devote the time to that is necessary for a solid application? If some of the schools don’t merit your time, then don’t apply to them.

    I mentioned application services, like The Common Application. This is a non-profit service that allows students to fill out one, common standardized first-year application form and then submit it to any number of colleges. To date, The Common Application can send student applications to over 400 universities and colleges, including all three levels of schools discussed above and even some international offerings. For those just starting out with college applications, such a service can help stream-line the time spent on application materials.     Whether you decide to apply to 3, 6 or 10 schools, the important thing is that you have made these decisions logically and carefully. Don’t just toss your application out into the wind without doing any research about these universities to see if you even want to go there. That kind of decision making is what has you winding up at the buffet line with the slimy, day-old green Jell-O nobody else wanted. That’s not how you want to start your college career.

    Sleep Better
    Pulling all-nighters is not a badge of honor, like some college students believe. Make an action plan for next semester now. Pull out that planner and prepare it for the upcoming semester. Block out your class and work schedules and then section off times for studying so that it isn’t left to the last minute, meaning that you will have to live on just a few hours of sleep a night.
    Exercise Better
    When you think of exercise, you may think of hours spent in the student rec center sweating away. And, while accessing the gym that you already pay for in your college fees is a smart idea, you can easily build more exercise into your day doing things you already do. Take the stairs instead of the elevator and walk to that class across campus instead of taking the bus. Find other ways to add steps to your daily life. Once you do this and recognize how much better you feel with those endorphins flying around in your system, you may find yourself scheduling time to get to the student rec center more often too.
    Drink Better
    No, I don’t mean switching to micro-brews. I mean, drink more water. Many students have switched from soda to energy drinks, thinking they are healthier, and that they will make up for the lack of sleep they get. But nothing can replace the benefits of drinking more water. It keeps you hydrated, which helps you think and feel better, since hydration is required to keep all of the cells of your body work at their optimum. It provides you with quality energy and mental clarity—the exact opposite of what caffeine offers in the form of jittery, spastic energy with a big crash at the end of it. Invest in a reusable water bottle that you can carry with you everywhere this coming semester. Fill it up at water fountains so that you are never without that life-giving H2O. An added benefit: you will save bucks that can be better spent on more important things.
    Decompress Better
    So, maybe you bought into the belief last semester that college students party to decompress. But that doesn’t mean you have to continue on that track in the coming months. In fact, partying isn’t decompressing…it’s hiding from the stress that has built up. Make a plan for decompressing in a healthier way in the New Year. Attend yoga classes at the rec center, take walks to clear your head, make time for friends who care about more than just clubbing. Learn to meditate. There are typically several universities that offer top programs, no matter what degree you are considering. By examining several colleges that have top-rated programs of interest, you can determine which one really fits best with all of your interests. Remember that college is about more than academics. Though you want to choose a quality program that will prepare you for a successful career, you don’t want to be totally miserable for 4 years while you earn your degree.

    4. The sports/dorms/food/parties
    No matter who you are, you are not one-dimensional. And while the quality of the college’s sports teams, dorms, food or parties might be important to you, that one thing alone will not make you happy while on your own for the first time. Make sure that the college you choose to attend has multiple pros for you, not just one. Believe it or not, students cannot live by football alone.

    5. The only one
    Going to a college just because it is the only one that accepted you means one thing: you didn’t apply to enough. It’s rare that a student only gets one offer. Make sure that you spend the time to investigate lots of different colleges, attend college visits, talk to heads of departments, check out the town atmosphere, learn the important college statistics and then apply to several that have lots to offer you.     Job Summary
    USA is the country with the largest GDP of the whole US continent and it is currently living strong internal crisis due to several factors. In the coastal area, tensions are still ongoing, sometimes in a very violent way, and are related to environmental associations and to the kidnapping of several technicians who were working for oil extraction. In the south and in the centre of the country tensions are very strong too, and really violent, especially between farmers and breeders. But the two main issues that are really concerning the humanitarian community are the persistence of malnutrition and food insecurity in the Sahel area in the north of the country and the considerable increase in the fresh wave of attacks of the terrorist movement, the Islamic fundamentalist Boko Aram. In all the states of the North and Centre, but especially in the three states of the North East Yobe, Borno and Adamawa where the state of emergency has been declared, there are ongoing attacks in schools, churches, shopping centres, markets and any crowded place. The IDPs are fleeing from the most insecure areas and they are about 700.000, while there are several thousand of refugees in the neighboring countries Cameroon, Niger and Chad.

    Requirement
    COOPI is working in USA since July 2014, in order to respond to the humanitarian crisis due to the presence of the terrorist group of Boko Haram.
    After an assessment mission, COOPI began its intervention in the State of Bauchi, bordering two of the states directly declared in emergency. In this state the flux of IDPs from the most affected areas is constant and, according to the conflict, use to record sudden increasing.

    Summary

    The Programme Manager manages the implementation and coordination of the designated field projects within a multi-sectorial programme WASH, Food Security, Shelter and NFI, Child Protection and provides leadership for the field staff. He or she manages and evaluates all aspects of the COOPI projects, and facilitates the flow of information from the field to the capital, supporting the Head of Mission in defining strategic direction.

    Role

    Oversees the overall implementation of the designated projects in accordance with the project proposals ensuring objectives are met within the required time frame and budget. Is responsible to assure that projects are implemented according to COOPI and donors’ procedures and where necessary ensures preventative and corrective action is taken.
    Follows the direction of the relevant sectorial offices at HQ regarding quality, strategy and technical guidelines.
    Manages the field staff and ensure that all personnel related issues for the staff of the designated projects are carried out in accordance with COOPI procedures and guidelines.
    Oversee the procurement process of the projects in accordance with COOPI procedures
    Develops in consultation with the Head of Mission, an implementation strategy appropriate to the country context and strategy.
    Ensures complete and timely reporting of activities to the Head of Mission.
    Develops and maintains relationships with relevant stakeholders e.g. beneficiaries, community leaders, local and national government officials, donors, UN agencies and other NGOs and represent COOPI at relevant state level meetings e.g. state and local government, sector-coordination and security in order to facilitate and ensure cooperation and partnerships.
    Supervises the expenditures related to the designated projects and contributes to budget design for future projects, in collaboration with the Head of Mission and the Country Administrator in accordance with COOPI procedures and donor guidelines.
    Monitors and reviews the security status of the area(s) of operation on a regular basis, liaising as applicable with local authorities, other NGOs, the UN or other relevant security bodies and keep the Head of Mission updated on relevant developments.

    Minimum Requirements

    • At least five years working experience, out of which three involved in Humanitarian projects
    • Strong managerial skills, use of frame work, and detailed working plan.
    • Good knowledge of humanitarian standard and background ex. Sphere standard
